New Ph.D. Holder Franklyn Ginger-Eke Calls for Urgent Public Sector Reforms

Following the conferment of his Doctor of Philosophy (Ph.D.) in Public Governance and Leadership, prominent Public Affairs and Strategic Communication expert Franklyn Ginger-Eke has issued a powerful call for immediate reforms within Nigeria’s public institutions. He advocates for the adoption of transformational and participatory leadership models to significantly boost their effectiveness and restore public trust.

Ginger-Eke, who received his doctoral degree from the Abuja Leadership Centre (ALC) at the University of Abuja, successfully defended his thesis titled “Leadership Style and Performance of Public Institutions in Nigeria: A Case Study of the Enugu Electricity Distribution Company (EEDC).” His groundbreaking research unearthed a significant correlation between leadership approaches and the ability of public institutions to deliver essential services efficiently.

“The performance of public institutions is deeply rooted in leadership,” Ginger-Eke stated, emphasizing his findings. “Institutions that adopt inclusive, forward-looking leadership practices tend to deliver better outcomes, motivate staff, and inspire public trust. My goal is to use the insights from this research to advocate for reforms that will unlock the full potential of public service delivery in Nigeria.”

With over two decades of extensive experience in providing communication solutions across diverse sectors, including infrastructure, ICT, oil and gas, taxation, AfCFTA, and data protection, Ginger-Eke is the founder and Chief Strategist of The Rainbow Strategy, an Abuja-based public affairs and strategic communications consultancy. He is also a Fellow of the Nigerian Institute of Public Relations.

His doctoral conferment followed a successful defense of his research before external examiner Prof. Olu Afolabi of Obafemi Awolowo University, Ile-Ife, at the Abuja Leadership Centre. The ALC is a TETFund Centre of Excellence dedicated to building leadership and governance capacity across Nigeria and the African continent. Ginger-Eke expressed gratitude to the Director of the Abuja Leadership Centre, Prof. Philip Dahida, for positioning ALC as a hub for capacity development, and to Prof. Ikenna Alumona for his rigorous supervision of the project.

Among others who also received their doctorates alongside Ginger-Eke were Brigadier General Ime Okon Bassey, who pledged to champion non-kinetic approaches in counterinsurgency efforts, and Agba Martha Utsunung, who vowed to intensify grassroots campaigns aimed at increasing women’s participation in governance.

“This doctorate is not an end, but a new beginning,” Ginger-Eke concluded, underscoring his unwavering commitment to the practical application of his research. “I am committed to translating academic knowledge into practical change by engaging stakeholders, shaping leadership discourse, and strengthening public institutions for national development.”
