NRS Rolls Out E-Invoicing System for Businesses

The Nigeria Revenue Service (NRS) has begun the phased rollout of its electronic invoicing and fiscal monitoring system, designed to strengthen tax administration, improve transparency, and encourage voluntary compliance.

Executive Chairman Zacch Adedeji announced the initiative, known as the Merchant Buyer Solution (MBS), in a public notice on Monday. The rollout is structured by taxpayer categories based on annual turnover thresholds.

Large taxpayers were the first to adopt the system, going live on August 1, 2025, after pilot testing earlier in the year.

Implementation was extended to November 2025 to accommodate operational adjustments, and most large taxpayers have since begun transmitting invoice data successfully.

Building on this progress, the NRS will extend the rollout to medium taxpayers (₦1bn–₦5bn turnover) in 2026, with full implementation scheduled for July and enforcement beginning in early 2027.

For emerging taxpayers (below ₦1bn turnover), engagement and pilot phases will start in 2027, with compliance enforcement projected for 2028.

The agency emphasised that the initiative is backed by the Nigeria Tax Administration Act, which empowers the use of technology in tax administration, and the Nigeria Tax Act, which mandates fiscalisation systems for taxpayers.

Businesses are advised to identify their categories and participate actively in onboarding activities.

The NRS stressed that enforcement will only follow after engagement, pilot, and post-go-live review phases.

“The Service remains committed to working collaboratively with all stakeholders to ensure a smooth transition and successful adoption of the E-Invoicing Solution,” Adedeji said.
