
Why NNPC Shutdown Port-harcourt Refinery
The Nigerian National Petroleum Company Limited (NNPC Ltd) has shutdown the Port Harcourt Refining Company (PHRC) for planned maintenance which commenced on 24 May 2025.
The shutdown comes against the backdrop of mounting allegations of mismanagement and alleged embezzlement of the $1.5 billion earmarked under former Group Chief Executive Officer, Mele Kyari, for the facility’s much-publicised turnaround.

Although some petroleum marketers have confirmed the offtake of kerosene and diesel from the refinery, none have reported purchasing Premium Motor Spirit (PMS), commonly known as petrol, from the plant, raising further questions about its operational output.
NNPC Ltd. has yet to provide a clear timeline for when the refinery will resume operations.
Industry observers are now looking to the company’s new leadership, under Group Chief Executive Officer Wale Ojulari and Chief Financial Officer Kida, to demonstrate transparency, accountability, and resolve, whether by finally making the refinery fully operational or by considering its sale.
