In Six Months, DPR Collected N612bn Revenue – Report
The Department of Petroleum Resources (DPR) collected a total revenue of N612.73bn for services rendered in the first six months of 2018, its latest report on the major achievements made last year showed.
It was gathered that the N612.73bn revenue represented 63 per cent of the agency’s annual target of N972.19bn.
In the report, which was obtained by our correspondent from the agency in Abuja on Tuesday, the organisation said, “DPR achieved N612.73tn revenue collection for the half year ending June 2018 from the annual target of N972. 19tn, translating to 63 per cent revenue performance.”
The agency stated that its Fiscal Payment Administration System, an enterprise web application for the management of the life cycle of fiscal payments, which was inaugurated last year, would further boost the DPR’s revenue collection.
The DPR has the statutory responsibility of ensuring compliance to petroleum laws, regulations and guidelines in the oil and gas industry and the discharge of these responsibilities involves monitoring of operations at drilling sites, producing wells, production platforms and flow stations, crude oil export terminals, refineries, storage depots, pump stations and retail outlets.
It also discharges these responsibilities by monitoring any other location where petroleum is either stored or sold and all pipelines carrying crude oil, natural gas and petroleum products, while carrying out the additional functions that include the processing of industry applications for leases, licences and permits.
The agency also ensures timely and accurate payments of rents, royalties and other revenues due to the government, among other functions.
In its latest report, the DPR also stated that in 2018, it granted 26 Permits to Survey for oil and gas pipelines, 11 oil and gas pipelines licences and two approvals to introduce hydrocarbon for two pipelines (one gas and the other oil).
The agency said it granted 12 regulatory approvals, including two operating licences for gas projects during the review period, adding that it was in line with government’s aspiration to increase gas availability.
It said the marginal field bid round platform and data extraction projects were completed in readiness for the marginal field bid round.
The agency stated that it increased operator compliance to 78 per cent on National Production Monitoring System with 50 per cent of the terminals fully integrated.
This, the report revealed, improved efficiency in the administration of crude oil export and production accounting.
The agency further noted that real-time monitoring was being implemented across export terminals, with all Shell Production Development Company locations fully automated with production, export and tank levels accessible real-time.
