The Bureau of Public Enterprises (BPE) is the Secretariat of the National Council on Privatisation, which is the body statutorily charged by the Federal Government of Nigeria with the privatization and commercialization of public enterprises in which the Government holds shares. On August 12, 2010, the government confirmed the appointment of Ms Bolanle Ayodele Onagoruwa as substantive Director General of the bureau after acting on that position from March 8, 2010 to August 11, 2010.
On assumption of office she promised a transparent privatisation process that would promote equity, fairness and justice in the exercise. She said all efforts would be geared towards a privatisation programme that would be thorough, fair, open and totally transparent by abiding to regulations and providing level playing field to the local and foreign investors.
Onagoruwa attended University of Lagos and graduated in 1987 with LLB Hons, before going to the Nigerian Law School the following year for the certification for legal practice. She was also at University of Kent at Canterbury, England in 1987 and Harvard Business School in 2003 where she obtained Post Graduate Diploma in Politics and International Relations and General Manage Programme Certificate respectively.
Born on August 29, 1958 in Odogbolu, Ogun State, Ms Onagoruwa before the appointments had held various managerial positions in the Bureau from September 2000 starting from Deputy Director Legal Services and Operation. She was later promoted a Director and serving as Director Oil & Gas; Director Industry & Manufacturing Director National Parks & Stadia; Director, National Facilities and Agricultural Resources and director Electric Power.
Some of her achievements in those positions included articulating and commencing the implementation of a clear strategy for disposing of the Federal Government of Nigeria’s shares in companies that were, but for a few exceptions, mostly regarded as problematic, and technologically moribund industrial concerns; aggressively marketing, and in one or two cases, attracting international interest in the investment offer; taking active part in the articulation by a Presidential Committee of a more dynamic policy thrust for the vehicle assembly sector; and establishing and keeping communication lines open with the managers of all the enterprises with a view to addressing their needs, pending privatization, and achieving shareholder buy-in of the privatization programme.
She was also at the Federal Capital Territory Administration as Secretary, Social Development and Education and Special Assistant to the President between June 2004 and July 2007. Her status and responsibilities were equivalent to that of a State Commissioner for Education. She succeeded in that responsibility by initiating and completing the drafting of a sector plan for education in the FCT; initiating a strong data sourcing drive and the establishment of an Education Management Information System (EMIS) in the Education Secretariat of the FCT. and commissioning the production and implementation of Financial Regulatory Guidelines for all schools in the FCT.
She fostered the establishment of facilities to promote and defend the rights and welfare of children, young persons, the aged, and the disabled and other vulnerable members of the society. She was instrumental to the establishment of an international standard orphanage in Jabi, Abuja, and initiated the construction of two more. She also promoted the provision of sporting/recreational facilities and activities in the Area Councils and the FCT.
Before moving to the public sector she was Abuja Branch (Senior) Manager MIDAS Merchant Bank. She was also a Counsel for Nigerian Industrial Development Bank Limited; Partner at Bentley Edu & Co Legal Practitioners, Notaries Public and Trademarks and Patent Agents among other positions she held after her National Youth Service corps with Nigerian Air-Force Headquarters, Lagos in 1980
